This Chinoiserie plate bearing the British royal coat of arms was probably made by Morley, Wear & Co. or Ridgway & Morley in the 1840s.
Judging from the crazing and stains, I thought it was hard pottery, but since it does not have the words "IRON STONE" on it, I will assume it is made of pottery.
It has been heavily used, and you can see that the pattern underneath the glass has been worn away in places. There are also a lot of stains, so I wouldn't recommend using it as tableware, but I think it would look great with a piece of paper on it, and with sweets, fruit, or accessories on it.
