This is a SINGER sewing machine light. It's unusually American-made, and I think it dates back to the 1940s or 1950s.
There are small scratches, tarnish, and rust on the stainless steel plate, so it's not exactly in great condition, but I personally think it has a nice aged feel. It has been cleaned and the rust has been polished to prevent it from falling off.
The lamp has an on/off switch. It uses a B15 bulb. The plug and cord have been replaced with new ones. To replace the bulb, pull out the stainless steel plate and turn the shade to remove it.
The metal fittings that were attached to the sewing machine are attached to the base, so you can hang it using an S-hook or similar.
