This is a waterproof case for a camera for underwater photography. The body is probably made of thick acrylic. The tube is probably made of acrylic with a sheet stuck on top.
Even after removing the fastener, it would not open, but I did not try to force it open as there was a risk of damaging the rubber gasket.
It's unclear whether it will be waterproof and able to withstand actual use, but the appearance is impressive.
