This is probably a shutter from Rodenstock, a German lens manufacturer with over 100 years of history. The visible part of the lens is about 1.6 cm in diameter. The inscription around the lens is likely as follows:

Trinar-Anastigmat 1:6.3-2 1/4✕3 1/4 Rodenstock Munchen No 279025

The lens is cloudy, and we have not confirmed whether it can be used.
