This is a set of a punch stand, chisel, and bridge used for repairing mechanical watches. The manufacturer is unknown, but it was probably made in Japan before the war.
I don't know the exact usage, but the chisels are slightly larger than the diameter of the holes in the stand, so many of them won't fit. There are also empty spaces in the storage case, so it seems there are missing chisels.
The fastener on the front of the wooden box is missing the tab that fits into the hole, so it is decorative. Please also note that there may be some blackening that cannot be removed.
Size: Ponce stand width 5.3cm, depth 7.8cm, height 10.1cm
Chisel: Approximately 7-8cm Wooden box: Approximately 14cm wide, 14cm deep, and 12.2cm high
