It says "GOOD LUCK HOLDER" and "Shiseido Soap," but it's probably a matchbox holder.
The Shiseido soap tin that arrived with this item is thought to be from the early Showa period, so I imagine this one is also from a similar period.
Although there are some fading and stains, it is in good condition considering its age. A great addition to your collection.
