This radiometer spins when exposed to strong light. It was used in school classes and is an old pre-war item made by Shimadzu Corporation.
The principle is that "the black surface, which absorbs more light, becomes warmer, creating a temperature difference between the two sides of the blades. When the two surfaces come into contact, the gas expands and begins to convect, and the reaction generates a rotational force. Also, the impeller will rotate in the opposite direction immediately after being placed in the refrigerator or if ice is pressed against the glass surface." (From Wikipedia)
There is a small dent in the base, but no other noticeable damage and it is in very good condition.
