This is a model of a D51 steam locomotive, commonly known as "Dekoichi," and its tender. The plate reads "D511160," so it is likely a model of a vehicle manufactured in 1944. The Dekoichi has a detailed database of the routes it actually ran, so you might enjoy it even more if you Google it.
There are repairs to the locomotive's right front wheel, scratches on the left side of the tender, as well as some tarnish and small scratches, but I imagine it was well taken care of.
They date to the 1970s or 1980s, and since magnets don't stick to them, I think they're probably painted brass. The locomotive weighs 696g and the tender 325g, so they're quite heavy. The locomotive and tender are not connected, and the wheels don't rotate.
