This is an iron top-pan scale used by a post office. The plate is inscribed "Delivered March 1958," so it was probably made in the mid-1950s. It was manufactured by Japan Metrology.
There are scratches, tarnish, and some paint peeling, but considering its age, it appears to have been used fairly carefully. No weight is included, and the scale is marked to the nearest 100g.
