It is a surveying device used to measure the difference in elevation between two points. It consists of a telescope with a spirit level attached, and this type of spirit level has been used in Europe and the United States since the 1800s.
This item is quite old and made in Japan, probably from the Taisho to early Showa era. I don't know how to use it, but you can look through the telescope to see distant scenery, so I think it could be used. However, just having it there is enough to enjoy.
Please note that there may be some paint peeling and rust.
