This sewing machine light is made in Japan and bears the "OKUSUN (Okuno Electric Industry)" mark. It is a type that is attached to the sewing machine, and dates back to the 1960s. It was used in domestic sewing factories.
The design is clearly a copy of the SINGER model, with a ball joint that allows you to adjust the angle. There is some rust on the metal parts and the shade is tarnished, but the damage is not severe. The plug and cord have been replaced with new ones.
The bulb is a B-15. The light blue cover inside the shade can be removed by undoing the wire that secures it with pliers.
