This is a model of the "Aquapolis," a semi-submersible floating marine structure exhibited by the Japanese government at the Okinawa International Ocean Exposition held in 1975-1976. Produced by Osamu Tezuka and designed by Kikutake Kiyonori Architects.
This item appears to have been manufactured by a Toyama-based manufacturer called Washi Aluminum, and is made of aluminum. The surface appears to be painted, but the paint tends to peel off easily, so please be careful not to rub or hit it.
There are many cracks and scratches on the case, but there is no significant damage to the item itself, so it may be possible to display it without the case.
