Leather-wrapped paperweight

We received a large shipment of tools used by a bicycle repair shop, and this leather-wrapped weight was one of them. I think it was a paperweight for drafting, but I don't know how the repair shop used it.

The edges are worn and the metal inside is visible, and there are some stains, but if it was in a brand new, clean condition, I wouldn't be interested in it, so please understand. It weighs just under 1 kg, so it's quite heavy.
