The two-tiered drawer, made to function as a safe, is called the "Kunimatsu-style teller box." The top drawer is a mechanical device, and can be opened by pushing up the second-from-the-left bar below the handle.

The bottom drawer will generally open as is, but the lever at the back of the main body will naturally lower, making it easier to lock, so in that case, pull out the top drawer and lift the lock.

Originally, the mechanism was such that if the top section was opened incorrectly, a bell would ring, but since this mechanism is not linked, the bell will not ring. The handle on the top section has been replaced. Please note that there may be scratches, scuffs, ink marks, etc.

It's quite old, dating from the Taisho to early Showa eras, and has a lovely wood finish. The bottom shelf is just deep enough to fit a B5 size document, and the top shelf is even shorter. Once you understand how it works, you can use it as a regular drawer to organize and store small items.
