It's a relatively small carbide lamp with a handle. It has two layers, with water on top and carbide on the bottom. The water dripping from the top layer reacts with the carbide to produce acetylene gas, which is then ignited to turn the lamp.
The letters on the side plate are in old style, so it is likely from before the 1950s. You can change the direction of the handle by sliding the fastener at the base of the handle.
There is some dullness, blackening, and dents, and some carbide burnt material remains inside, but it is not a serious damage. Combustion has not been confirmed.
