This film holder, housed in a paper box, is from the old collection of a photographer. It says "MANUFACTURED BY ROKUOSHA," so it's likely made by Rokuosha, the predecessor to KONICA. While the exact date is unknown, we suspect it dates from the Taisho to early Showa periods.
I am unable to confirm how to use it or whether it can even be used, but the paper box does not appear to be severely damaged, so I think it will be enjoyable to display.
