Although the writing on the bottom is unreadable, it is likely a pen holder from Esterbrook, a long-established American pen manufacturer. The material is ceramic, with felt attached to the bottom.
It has a shape resembling a cut-out sphere, and is sometimes called an 8-ball base or a fountain, but it is quite heavy, so it can also be used as a paperweight. The inner diameter of the pen slot is about 1cm.
There is some deformation above the slot, some small scratches on the ceramic surface, and a stain on the bottom, but the damage is not serious. Placing it on your desk alongside your favorite pen is sure to lift your spirits.
