This pen holder is from Esterbrook, a long-established American pen manufacturer beloved by past presidents and famous artists. It is made of ceramic with a paper-like material lining the bottom.
It has a shape resembling a cut-out sphere, and is sometimes called an 8-ball base or a fountain, but it is quite heavy, so it can also be used as a paperweight. The inner diameter of the pen slot is about 1cm.
There is some chipping around the insert, some small scratches on the ceramic surface, and some light dirt on the bottom, but the damage is not severe. Placing it on your desk alongside your favorite pen is sure to lift your spirits.
