This is Daikoku-sama, who appears to be sitting on a rice bag. It is probably made of porcelain and has a hole in it, so it is likely a netsuke. It is quite stained and the expression is vague, but his hands are held close to his chest like a baby, giving him a somewhat warm and fuzzy appearance. He is a god who brings good fortune and prosperity.
