This is a compass used on US Navy ships. It was made by CGConn, a company known for its musical instruments, and is made of solid brass, weighing over 2kg.
There is still compass fluid inside, and in addition to N, W, S, and E, the compass has multiples of 3 marked, from 3 to 33. I think the directions are probably roughly correct.
Judging from the plate on the front, it was most likely manufactured in 1943. The surface has a dull shine, and even the patina and deterioration of the cord seem like positive elements. It's not something you can use for anything, but it's still pleasing to the eye just by displaying it as is.
