This is an Apsco (Automatic Pencil Sharpener Co.) pencil sharpener that appears to be from around the 1950s.
American pencil sharpeners are fixed to a stand, so you hold the pencil in one hand and turn the handle with the other, but this product holds the pencil in place like Japanese pencil sharpeners, making it easier to use (although for some reason there are not many pencil sharpeners of this type in the US).
To discard the shavings, turn the celluloid case to the left and remove it. There may be some scratches, but the blade has been polished and the body has been cleaned. There is no visible damage that would interfere with use.
