This is an old pencil sharpener with a celluloid cover. It is a small item made by Apsco (Automatic Pencil Sharpener Co.) in the 1930s or 1940s.
Although the celluloid is cloudy, the blade is in good condition and can still be used. However, unlike Japanese pencil sharpeners, the inserted pencil is not fixed in place, so you hold the pencil in one hand and turn the handle with the other. Therefore, you basically need to fix the body to the stand with a screw, but if you can fix the pencil and body with one hand, you should be able to sharpen it.
This type of celluloid does not hold properly and tends to come off, so I used glue to secure it in place. When disposing of the shavings, turn the holder to remove it, but be careful not to press on the celluloid part.
