This is a small pencil sharpener with a celluloid cover made by Apsco (Automatic Pencil Sharpener Co.). The Giant series was born in the 1920s, but this one is thought to date to the 1940s or 1950s.
Although there are cracks and tape marks on the celluloid, the blade is in good condition and can of course still be used. However, unlike Japanese pencil sharpeners, the inserted pencil is not fixed in place, so you hold the pencil in one hand and turn the handle with the other. Therefore, you basically need to fix the body to the stand with a screw, but you can sharpen it by fixing the pencil and body with one hand.
When disposing of the shavings, turn the holder clockwise to remove it, but be careful not to press on the celluloid part .
