This is a small anchor cup. Anchor cups are glass containers made as a substitute for canned goods during the time of metal shortages around World War II. They were fitted with metal lids and used to sell a variety of food items.
It's blue-green in color and has the Toyo Seikan "CAN" mark on the bottom. It holds about 190ml when filled to the brim, and 150-160ml when filled 80-90%.
The spout is not sharp, so it can be used as a normal cup, but please note that there may be some wrinkles, particles, small scratches, or cloudiness that cannot be completely removed that occurred during manufacturing.
