This is a British bus ticket machine from around the 1940s. Not only does it have an appealing appearance, it also comes with a leather strap and the interior appears to be in good condition.
Turn the dial, push the lever on the side slightly, then turn the handle. The stamp inside rotates in tandem, and the dial returns to its original position. This is probably how the ticket is issued, but I couldn't confirm this because I don't have a roll of paper. It might be interesting to try looking for a ticket roll on eBay or elsewhere.
